李睿是朔光公关的首席技术官以及中国事务经理。李先生自2005年起便加入朔光公关，一直以来帮助外企拓展中国市场。李先生专攻域名行业，是位备受尊敬的域名专家，为中国带来不少西方顶级域注册局、顶级域以及稀缺域名业务。拥有17年网站建设及网站架构经验的李先生虽然是生化专业出身，但是自高中起的对电脑的热情从未消减，在攻读生化学士学位的同时。他也继续进修电脑科技。1998年，李先生在读大学时便已经在CERNET上建立了一著名网站，还成为了北京师范大学论坛的网站管理员以及中国首个Linux论坛的董事会长。李睿自1999年便担任中国最大的基础教育网站--www.k12.com.cn的首席技术官。该网站十分成功，在Alexa中已挤入全球前2000大网站排名榜。此外，李先生还为中国第一代K-12教育网络建立了系统架构，并设计了拥有二十万日用户的上海徐汇区教育网络及其维护。

李睿的技术资格包括网站系统开发、分布式系统设计、数据库系统建设以及域名系统运营。 

Raymond Li is CTO and China Practice Manager of Allegravita. Raymond has been working with Allegravita since 2005 helping foreign companies extend their business into China. Raymond specializes in the domain name industry and is a well-known and respected expert, helping to bring many western domain registries, TLDs and premium domain businesses into China.

Raymond has 17 years experience of website building and architecting. Although he has a bachelor’s degree of biochemistry, Raymond has been a computer enthusiast since high school and continued studying computer technology during college. In 1998, while still in school,  Raymond built a famous website on CERNET, was the webmaster of Beijing Normal University’s BBS, and the board master of the very first Linux forum in China. Since 1999, Raymond has been the CTO of China’s biggest basic education website, www.k12.com.cn, a website so successful that the Alexa rank is in the top 2000 globally. He built the system architecture for China’s first generation K-12 educational network, as well as the design and maintenance of Shanghai’s Xuhui district education network, which has more than 200k daily users.

His technical credentials include website systems development, distributed systems design, database system build and domain systems operation.
